49 CFR 395 may stop and park continuously for up to ten hours as
necessary to comply with HOS at any MnDOT safety rest area or travel
information center that has parking stalls designed for a CMV
(MnDOT rest-area policy;
MN Statutes § 160.272). Other motorists are generally limited to four
hours where posted (MN Statutes § 168B.04). Prefer private chain lots
when you need certainty for a planned 10-hour break. Do not park on
ramps or interstate shoulders. Check

WisDOT framing for the Wisconsin half (Hudson → Menomonie / Eau Claire
approaches). Not legal advice. Posted signs still win.
Wisconsin (WisDOT):
WisDOT guidelines prohibit camping (see also Wis. Stat. 86.025).
Long-term parking is not allowed; WisDOT defines long-term as a
continuous 24-hour period (or the posted on-site limit, whichever is
shorter). Prefer private chain lots when you need a full HOS break
without the rest-area clock. Follow posted signs.
